Flexibility within a framework

All Fresco websites are built on the same platform and use the same component library. As part of the University's web governance model, every website is assigned to a styling category that determines the level of design flexibility available.

Styling categories reflect the University's content strategy. Some sites are expected to maintain a close visual relationship with the Oxford University brand, while others are permitted greater flexibility where this better supports their users and purpose.

Fresco provides three styling categories: Oxford Identity, Branded, and Specialist.

Each category has a defined set of design options. These categories are assigned as part of the website onboarding and governance process and are not selected by individual site teams.

This approach creates consistency where it matters, while allowing appropriate variation where there is a genuine user or organisational need. The result is a more coherent Oxford digital experience without losing the individuality of different parts of the University.

Oxford Identity

Departments, Divisions, Affiliated sub-sites (Research units, Labs, Groups, Centres etc), Administrative Units

Oxford Identity is the standard category for departments, divisions and affiliated sub-sites that need a clear connection to the Oxford University brand, alongside their own individual colour. They have a clean, consistent look that helps people find their way around the site easily and gives the whole University a more joined-up feel. This tier balances local identity with the recognition of the Oxford name in a way that feels clear and authoritative.

Branded websites

Colleges, Multi-institution partnership, Clubs, Societies

The Branded Sites category is allocated where a distinct visual identity is appropriate, such as for colleges and recognised partnerships. They support a curated set of styling choices, including colour choices and a selection of fonts, while still sitting comfortably within the wider Oxford digital family. 

Specialist websites

Museums, Libraries

The Specialist Site category is used for sites with complex digital requirements, such as museums and libraries. They can use custom components and tailored layouts to support richer experiences and more complex user journeys, while still aligning with Oxford’s broader design approach. This gives specialist digital teams the room to showcase their work and serve their audiences.

Exceptions

Sites that require flexibility beyond that available within their allocated category may submit an exception request to the Oxford Websites and Intranets Governance Group.

Requests should clearly explain:

  • the user, business or governance need
  • why the allocated category is insufficient 
  • any branding, partnership or contractual requirements

The relevant divisional, college or UAS representative will review the request in the first instance and may:

  • approve the request if it falls within agreed guidance
  • request further information
  • escalate the request to the wider Governance Group for consideration

Requests will be assessed against user needs, governance requirements, platform sustainability and consistency with the University’s content strategy and digital principles. 

Note:
Department and sub-units will not generally be eligible for changes in category. Exceptions will normally only be granted in situations similar to the standalone site request criteria, for example: collaborations with external institutions or site with significant external funding and contractual requirements around branding

Department requests to vary styling, colours, headers, or other core theme elements should be submitted as design change requests. These will be considered globally, rather than as individual exceptions.
